Portugal Startup Visa: The Guide for Cybersecurity Founders
Who qualifies, why you need a certified incubator, and how to go from application to residence permit.
What is the Startup Visa?
The Portugal Startup Visa is a residence route for non-EU entrepreneurs who want to build an innovative, scalable company in Portugal. It is run by IAPMEI, the Portuguese agency for competitiveness and innovation, and it works through a network of certified incubators. You cannot apply alone: an IAPMEI-certified incubator must agree to host your startup.
Why it fits cybersecurity founders
Cybersecurity companies are exactly the type of technology-driven, high-growth projects the programme is designed for. Portugal also gives you a base inside the EU market, close to regulation such as NIS2 and DORA that is creating demand for security products across Europe.
Who qualifies?
- Non-EU founders who want to create, or relocate, an innovative company in Portugal.
- An innovative project with clear technology, growth potential and a business plan.
- Acceptance by a certified incubator listed by IAPMEI.
- Means of subsistence to support yourself during the first months, as required by Portuguese law.
- Standard requirements: valid passport, clean criminal record and health coverage.
The role of a certified incubator
The incubator reviews your project, commits to supporting it and signs an incubation agreement with you. Incubou is Portugal's first IAPMEI-certified cybersecurity incubator, so cybersecurity founders get a host that understands their market, plus mentorship, investor access and the Portugal–Brazil–USA corridor.
How the application works
- Submit your application on the IAPMEI Startup Visa platform and choose an incubator.
- Incubator review: the incubator evaluates your project and, if it accepts, signs an incubation agreement.
- IAPMEI decision: IAPMEI assesses the application and issues a certification statement.
- Visa at the consulate: apply for the residence visa at the Portuguese consulate in your country.
- Residence permit: after arriving, complete the residence permit with AIMA.
Timelines vary, so prepare your business plan and documents before you start.
After you arrive
Once your company is set up, look at tax incentives such as IFICI and the Startup Law. Read our Founder's Tax Playbook. If you are hiring talent from abroad, see the Portugal HQA Visa guide.
